With these decisions, the implementation agency will be issued by the provincial People's Committee, while the authority to settle complaints for the first time by the Chairman of the provincial People's Committee, the authority to settle the second time will be the Minister of Natural Resources and Environment.

• Decisions on land transfer, land lease, permit transfer of land use purposes for households, individuals and decisions on issuance of certificates to households, individuals, communities, Overseas Vietnamese Bam residing in foreign countries may own houses associated with residential land use rights in Vietnam.

• The implementation agency is implemented by the district People's Committee, the authority to settle complaints for the first time will be made by the Chairman of the district People's Committee, while the second will be the Chairman of the provincial People's Committee.

• Decisions on land lease belonging to agricultural land funds, used for public purposes of communes, wards and townships.

• The decision-making agency issued by the commune People's Committee and the authority to settle complaints for the first time by the Chairman of the Commune People's Committee, the second time will be decided by the Chairman of the district People's Committee.

• Decisions on land recovery which are both foreign-invested organizations and enterprises in the land recovery area,... and public lands of communes, wards and townships.

• In case the district-level People's Committee is authorized by the provincial-level People's Committee to make a decision, the authority to settle complaints for the first time by the Chairman of the district-level People's Committee, the second time will be implemented by the Chairman of the provincial People's Committee.

• Decisions on issuance of certificates to religious organizations and establishments; overseas settlers of foreign-invested enterprises making investments.

• At that time, the Department of Natural Resources and Environment was authorized by the provincial People's Committee to issue a decision, the authority to settle complaints for the first time by the Director of the Department of Natural Resources and Environment, the second time settled by the Chairman of the provincial People's Committee.

• Decide to change the name of land use right certificate, certificate of ownership of house, certificate of ownership of construction works upon transfer or donation to organizations and individuals.

• The implementation agency is implemented by the Department of Natural Resources and Environment, the authority to settle complaints for the first time by the Head of the Department of Natural Resources and Environment, the second time by the Chairman of the district People's Committee.

• Decide to change the name of land use right certificate, house ownership certificate, certificate of ownership of construction works upon transfer of the organization.

• At that time, the Department of Natural Resources and Environment is responsible for making decisions, while the authority to settle complaints for the first time by the Director of Natural Resources and Environment, the second time by the Chairman of the provincial People's Committee.

• Decisions on resolving land disputes between households and individuals.

• The implementing agency is led by the Chairman of the district People's Committee, the authority to settle complaints for the first time by the Chairman of the district People's Committee, the second time by the Chairman of the provincial People's Committee.

• The decision on dispute resolution is made by a foreign-invested organization, religious establishments, Vietnamese settlers and foreign-invested enterprises.

• At this time, the implementation agency will be the Chairman of the provincial People's Committee, the authority to settle complaints for the first time by the Chairman of the provincial People's Committee, the second time will be the Minister of Natural Resources and Environment.
