Based on the provisions of Circular 16/2015/TT_BGTVT regulations on vehicle toload, the size limits the length, width and height of vehicles when participating in road traffic as follows:
Cargo error exceeding the length and height of Decree 100
1. Limit the height of the vehicle
*Regulations on the height of queuing goods on road vehicles are as follows:
- For open-top bin trucks, the height of loading goods permitted to be carried is the limited height stated in the scope of the vehicle according to the manufacturer's design or according to the renovation design that has been accepted by the registry;
- For trucks, trucks with barrels without convertibles or convertibles but closed open, the goods stacked on vehicles exceeding the height of the vehicle must be reinforced and fast tied to ensure safety when participating in traffic. The allowing queue height does not exceed the height prescribed below:
+ Vehicles with a cargo volume of 5 tons or more: height not more than 4.2m;
+ Vehicles carrying goods with a ton of transport from 2.5 tons under 5 tons: The height of cargo loading is not more than 3.5m;
+ Vehicles with a cargo volume of 2.5 tons or less: The height of cargo queuing is not more than 8m;
+ Special-use vehicles and container vehicles: The height of queuing goods from the highest point of the road running or higher is not more than 4.34m;
For cargo vehicles, building materials such as soil, rock, sand, gravel, coal, ore or goods of similar nature the height of queuing goods must not exceed the height of the vehicle stated in the Certificate of Technical Safety and Environmental Protection Inspection.
2. Regulations on the length and width of cargo queuing on road vehicles
Pursuing the provisions of Article 19, Circular No. 46 of the Government promulgates regulations on width and height of queuing on vehicles as follows:
- The width of goods allowed on road motor vehicles is the width of the vehicle according to the manufacturer's design or according to the renovation design approved by the competent authorities;
- The length of queuing goods for vehicles on road motor vehicles is greater than 1.1 times the length of the entire vehicle according to the manufacturer's design or according to the renovation design approved by the competent authorities and not more than 20m. When carrying goods with long bats the length of the vehicle must have a prescribed signal and be firmly resisted, ensuring safety when participating in road traffic;
- Vehicles providing passenger transport services are not allowed to fold, hang, hook goods, excess luggage from the trunk.
3. The sanctioning level for cargo acts exceeds the length and height.
Based on the provisions of Article 24 of Decree No. 100/2019/ND-CP, the contents specify the sanction level for cargo errors exceeding the height and length of the vehicle as follows:
A fine of VND 02 million to VND 03 million is imposed for one of the following violations:
+ Cargo exceeding the permitted queue height for trucks (including trailers and semi-trailers);
+ Carrying containers on vehicles (including semi-trailers) without using equipment to firmly locate containers or use equipment but containers are still moved during transportation.
Thus, if the cargo error exceeds the height and length, it will be fined about VND 2,000,000-VND 3,000,000.
